The Government of Bihar has decided to constitute The Bihar Vikas Mission to be registered under the provisions of Societies Registration Act, 1860 to ensure the implementation in mission mode, fixation of priorities, monitoring of achievements against targets of programmes and other resolutions of seven resolves for developed Bihar within the Programmes of Good Governance 2015-2020, Agriculture Road Map, Human Development Mission, Skill Development Mission, Infrastructure Development and Industrial incentives.

- To ensure implementation in mission mode, fixation of priorities and monitoring of achievements against targets of programs and other resolutions of 7 Nischay for developed Bihar within the Programs of Good Governance 2015-2020, Agriculture Road Map, Human Development Mission, Skill Development Mission, Infrastructure development and Industrial incentives.

- As a facilitator, actively provide easy access and availability of technical-managerial knowledge, methods and resources to various levels of administration.

Q. What are the powers and Functions of Governing Body?
- The general supervision, direction and control of the works of the Mission will vest in the Governing Body. The Governing Body will make use of any power, duties, functions and responsibilities which is consequential of and relevant to fulfilling the ives of the Mission.
- The Governing Body will do all the works and discharge all such activities which are essential to fulfilling the ives mentioned in clause4 of the Memorandum of the Mission.
- Can frame the rules for the regulations, bye-laws and procedures of the Mission and from time to time may make required amendments, changes and annulments in them and also in the ives memorandum of the Mission.
- Meeting of the Governing Body will be chaired by the Chairman, Governing Body. The Governing Body will work under general supervision and direction of the Chairman, Governing Body.
- The Chairman, Governing Body will be able to take decision on any matter which is important for fulfilling the ives of the Mission. All such matter will be placed for the approval of Governing Body in its next meeting.
- The decision of the Chairman Governing Body will be final in case of disagreement among the members of the Governing Body.
- The Chairman of Governing Body may appoint any person or persons as the member of Governing Body and he may also invite any person or persons to participate in the meeting of Governing Body.
- Advisor to the Chief Minister, Policy and Program Implementation will be the member of the Governing Body of the Mission. He will assist the Bihar Vikas Mission in fulfilment of its ives. He will be provided services of secretarial staff and experts for discharge of routine duties.
- There will be a Mission Director of Bihar Vikas Mission who will be an officer not below the rank of a Secretary to Government. The Project Management Unit of the Mission will work under his general supervision. He will also be a member of the Governing Body and the Executive Committee. Mission Director will also be a member of all the Sub-Missions. For routine works he will be provided services of administrative officer, secretarial staff and experts.
- For Implementation of programmes of Bihar Vikas Mission in mission mode and achievements of targets in stipulated time frame, the departments and field ations will require the services of specialised units to provide assistance in programme management, technical help, monitoring mechanism, process simplification and implementation-ease as well as innovative solutions. For this a Project Management Unit will be established in Mission. Services of domain experts, professionals and other personnel will be taken in this PMU.
- Mission may receive financial assistance from State Government for fulfilling its ives.
- The Mission may deliberate on and give approval to those resolutions of Annual report, Annual Accounts, Financial Estimates and Audit Reports of the Mission.
- The Mission may nominate the Auditor for the Annual Audit.

- For capacity enhancement and entrepreneurial development The Mission may put systems in place for training, research, finances and other subjects. Can also partnership with other organisation in this regard.
- The Governing Body shall have right to constitute additional Sub - Missions and to make changes in the constituted Sub-Missions as per necessity.
Q. What are the powers and Functions of Mission Director?
- There will be a Mission Director for the Bihar Vikas Mission, who will be an officer not below the rank of Secretary to Government.
- The Project Management Unit of the Mission will work under his general supervision.
- Mission Director will be the member of Governing Body and the Executive Committee. He will also be a member in all Sub-Missions.
- For achieving the ives of the Mission, he will also work to coordinate between the Governing Body, Executive Committee and the Sub-Missions.
- He will exercise those administrative and financial powers, as are delegated by the Governing Body.
- From time to time the Mission Director would brief the Chairman about the achievements against the targets, stipulated activities and progress of the Mission.
- The Mission Director will per all those duties which are directed by the Governing Body from time to time.
Q. What are the powers and Functions of Member Secretary?
- On the basis of the organisational structure, service conditions and procedures for appointment approved by the Executive Committee, to take action for appointment to the posts of technical, experts, administrative and secretarial staffs etc;
- To make available necessary building, compound, furniture, vehicles &equipments and other resources essential for functioning and discharge of official work of the Mission;
- To sanction leave application of any officer of the Mission and make alternative arrangement for discharge of his duties during the period of his absence;
- To regulate the conduct and duties of the staffs of the Mission;
- To furnish within stipulated time frame following due process, the utilization certificate against the financial assistance received by the Mission;
- To make available goods and services by procuring/purchasing them as per the due procedures laid down by the Executive Committee;
- To prepare Annual Report, Annual Account and Financial Estimate of the Mission and present before Executive Committee and Governing Body for their approval;
- To get the Annual Audit report prepared by the auditor nominated by the Governing Body and present it before the Governing Body;
- To record, maintain and circulate the proceedings of meetings of the Governing Body and Executive Committee among its members;
- To send all those reports within the time frame, which are legally required to be sent to the Registrar of the Societies;
- To protect the interests of the Mission, represent the stand/reply of the Mission in each and every case, proceeding or matter filed against it;
- To per all those duties which are directed by the Governing Body from time to time.

Q. What are the powers and Functions of Executive Committee?
- To make regular supervision and monitoring of the Departments and to take all necessary steps for timely achievement of the target of the Mission.
- Do all the works and discharge all such activities which are essential to fulfilling the lives mentioned in clause-4 of the Memorandum of the Mission.
- Meeting of executive committee will be headed by the chairman of The executive committee. The executive committee will work under the general direction and supervision of The chairman of the executive committee.
- The chairman of The executive committee will take decisions on any work which is necessary for fulfillment of the lives of The Mission. The approval of such cases will be obtained putting it the next meeting of The Executive Committee.
- In case of dissent of the members of The Executive Committee on any point. The chairman of The Executive Committee will take final decision.
- Principal secretary/Secretary, Cabinet Secretariat will be the member secretary of the Executive Committee.
- In the monthly meetings of the Executive Committee there will be through review of schemes and programme of each Sub-Mission, monitoring of achievements against predetermined short-term, medium term and long-term targets and reports will be prepared to present before Governing Body. The Chief Secretary will send to the Hon'ble Chief Minister a summary of the progress of all Sub-Missions every month.
- There will be a project management unit to facilitate the executive committee of Bihar Vikas Mission. Officers will be deputed in this PMU and the services of experts/technocrats will be taken to assist them.
- The Executive Committee will review the implementation and compliance of laid down policies and directions given by the Governing Body from time to time.
- Assist the Governing Body in framing of rules for the regulations, bye-laws and procedures of the Mission and from time to time also assist in making required amendments, changes and annulments in them and also in the lives memorandum of the Mission.
- Take all necessary actions for preparation of Annual Report, Annual Accounts, Financial Estimates and Audit Report and getting them approved by Governing Body.
- Take all necessary action for getting the auditor named for the annual audit by the Governing Body. Getting the audit done by the auditor so named by the Governing Body and also ensuring the compliance of the audit report.
- Prepare the organizational structure, service conditions and appointment procedures regarding administration, scholars, experts, technical, secretarial and other posts for the Mission and present it for the approval of the Governing Body.
- For the discharge of duties and works of the Mission decide the procedure for procurement/purchase of goods and services.
- To per all those duties which are directed by the Governing Body from time to time.

- His main task will be to organize the meeting of the sub-mission under the chairmanship of Development Commissioner for the regular monitoring of the schemes and programs of the Sub-Mission, recording the proceedings of such meetings, reporting and documentation.
- Services of technical personnel will be provided for his assistance.
- To prepare the compliance of all the decisions taken in the meetings of the Sub-Mission and place them in the subsequent meeting of the Sub-Mission.
